Cabe señalar que este proyecto de acuerdo, el N° 248 es de autoría de los diputados Lautaro Carmona, Hugo Gutiérrez, Guillermo Teillier, Sergio Aguiló, Clemira Pacheco, Osvaldo Andrade, Fidel Espinoza, Marcelo Díaz, Denise Pascal y Alfonso De Urresti y obtuvo el voto favorable de 45 diputados y la abstención del parlamentario Enrique Van Rysselbergue
